Recently, GZMC received a letter of thanks from the captain of the Vessel of Angelic Power. After arriving at Guangzhou Port in July last year, Angelic Power has been delayed until now. The ship was detained by GZMC due to debt disputes. The ship-owner was required to submit corresponding guarantees before the ship leave the port. However, the ship-owner did not provide the guarantees, and gave up management of the ship on the contrary. The materials, food, and fresh water of the ship were nearly consumed. There were 15 crews that were trapped in the ship for a long time. The captain asked GZMC for help through the foreign affairs department. After receiving the help, GZMC immediately adopted a series of measures to guarantee the safety of the ship and meet the daily needs of the crews was restored as soon as possible. At the same time, the crews demanding wages filed cases documents by the hand of their lawyers. In order to solve the problem of submitting notarized and certified ID & POA documents, GZMC decided to make use of the China Mobile Micro Court, one kind of mini programs in WeChat, and finally completed the procedure of ID verification and POA witness. On July 21st, 15 crews from Greece and Philippines were finally left the ship and boarded the plane to return home.  

  On the afternoon of July 22, Chen Chao, President of GZMC, led a team to Shenzhen Tribunal for investigation. President Chen attended the Party branch expansion meeting as an ordinary Party member.   President Chen inspected the work of the Party branch of Shenzhen Tribunal, and fully affirmed the Party members' learning attitude and working state. Chen put forward six requirements for the next work of the Party branch: Firstly, we should pay close attention to the study of Party history and the education of CPC; Secondly, we should attach importance to the trial of cases; Thirdly, we should be good at discovering and creating guiding cases and bulletin cases; Fourthly, we should unite and help each other; Fifthly, we should strengthen honesty and self-discipline; Sixthly, we should reasonably arrange our daily life.   Vice president Wang Yufei said that the six requirements put forward by President Chen Chao must be implemented in place, and it is expected that the Shenzhen Tribunal will earnestly implement and work together to strengthen the Shenzhen Tribunal Party branch.  

On the afternoon of July 15,2021,LinXiaofeng, member of the party leadership group of GZMC, led a team of five people to board the "Chang'ankou" ro-ro ship in Nansha auto dock. The purpose of the trip was to explain the upcoming Maritime Traffic Safety Law to the crew. The speaker, Judge YinZhonglie mainly explained the Maritime Traffic Safety Law from four aspects: the background of the revision of the law ,the great significance of the amendment, the eight newly added legal systems, the six newly enriched legal systems of the law. Meanwhile, based on his years of experience in the trial of ship collision cases, Yin reminded the crew to avoid common mistakes during ship navigation, such as negligence, failure to use safe speed, unreasonable evasion measures, failure to hold a valid work certificate and other ship driving mistakes. The representative of the shipping company XuJialiu, Captain Yang Yongsheng, and all the crew attended the popularizing-law education. They said the activity was a rare opportunity to communicate with maritime judges face-to-face, and it also helped to raise the crew’s awareness of maritime traffic safety. They added that this event not only met the legal needs of frontline seafarers, but also promoted the healthy development of the shipping industry. Going to the island and boarding the ship to carry out law popularization education is one of the GZMC’s "I do practical things for the masses" projects . Since March, we have organized judges to conduct “Civil Code” knowledge publicity on Guishan Island in Zhuhai and “Renjian Tangshan” container ship in Shantou Port, which have been widely welcomed by local fishermen and crews. At the same time, we carried out activities such as party building and co-building with relevant units, cooperation mechanisms improvement, to realize early warning and detection of conflicts and disputes such as the crew’s wages, fishermen’s lives, personal injury compensation, and port & ship market risks. By these way, these problems can be dealt with as soon as possible, maritime disputes can be resolved from the source of litigation and did  great jobs for masses.    

      On July 15th, in accordance with the requirements of the party history learning and education activity, Luo Chun, Chief Judge of Shenzhen Tribunal of GZMC, led a team to the Shenzhen International Freight Forwarders Association （SIFFA）to jointly investigate new legal issues arising from cross-border e-commerce logistics. The executive vice president of SIFFA Wang Yongfei, secretary-general Lin Yanlu, business representatives, representatives of specially invited mediators, some judges and judge assistants of Shenzhen Tribunal participated in the symposium. At the symposium, participants conducted in-depth exchanges on cross-border logistics disputes refer to the FBA business models ,construction of overseas warehouse , law application, compensation limits and other issues. Through this investigation and discussion, the two parties reached a preliminary consensus and will continue to strengthen communication and cooperation, collect problems and study countermeasures, so as to help the development of the cross-border logistics industry, put forward high-quality suggestions for the decision-making reference of Shenzhen municipal party committee and municipal government, provide legal guarantees for the construction of a pilot demonstration area of socialism with Chinese characteristics.  

In order to carry out the practical activities of "I do practical things for the masses" and strengthen the law education and publicity, Zhuhai Tribunal and Zhuhai Port Association jointly held the second session of public welfare law lecture in Zhuhai Port Holdings on the morning of July 15, 2021. Member of Party Leadership Group and Vice President Wang Yufei, Member of Party Leadership Group Li Weipeng, of Guangzhou Maritime Court, and relevant leaders of Zhuhai Port Holdings and Zhuhai Port Association attended the event. Nearly 100 people from member units of Zhuhai Port Association attended the lecture. In the first part of the lecture, judge assistant Zeng Hongwei comprehensively and meticulously explained the legal issues related to ship affiliate operation in combination with judicial practice and typical cases. In the second part, lawyer Wu Xingkui, an expert from Zhuhai Port Association Legal Professional Committee, made an in-depth summary and analysis of the changes in provisions of the Supreme People's Court on Several Issues Concerning the Trial of Cases Involving Disputes concerning Seamen and Interpretation of the Supreme People's Court on Several Issues of the Law Applicable to Hearing Cases of Compensation for Personal Injury. Finally, Cai Delin, Executive Vice President of Zhuhai Port Association, and Wu Guining, Chief Judge of Zhuhai Tribunal made a summary and comment. Both sides indicated that they would further deepen cooperation and communication to jointly promote the construction of shipping economy in the Guangdong-Hong Kong-Macao Greater Bay Area.    

On the afternoon of July 2, 2021, the first professional judges meeting of this year was held in the Nanzhou Trial Building of Guangzhou Maritime Court, in the presence of Member of Party Leadership Group and Vice President Wang Yufei, Vice Director of Maritime Trial Center Xu Yuanping and senior judges above the fourth rank attended the meeting.  Vice President Wang Yufei presided over the meeting. This meeting of professional judges had two topics: "The application of 5‰ measurement tolerance for bulk cargo" and "The issue of the collection of case acceptance fees when the parties only request confirmation of contract invalidity without claiming for payment of disputes". After undertook judge introduced the case details and corresponding issues, the other members of the collegiate panel provided supplementary explanations on the collegial opinions. Afterwards, there was a heated discussion among the judges on the two topics. They provided enlightening suggestions and formed a majority opinion on both issues for collegiate panel reference. In the end, Vice President Wang Yufei suggested the collegiate panel to conduct in-depth investigation and discover the highlights on the case, which may be shared with the higher court through a written report to make efforts to create excellent maritime cases.

Recently, 15 foreign seafarers demanding wages filed cases documents by the hand of their lawyers. In accordance with the civil procedure law, if the foreign nationals entrust lawyers to join the litigation, they shall submit notarized and certified ID & POA documents to the court in jurisdiction. However, the foresaid seafarers were not able to conduct such paperwork because there were long stuck on board for some reasons. In order to solve the problem, our clerk decided to make use of the China Mobile Micro Court, one kind of mini programs in WeChat. This program was newly developed, and its function of representative testimony ran not well. But our clerk got over difficulties, such as no cell phones and poor network on the ship. Afterwards, we got in touch with the 15 sailors and their lawyers. And finally, we completed the procedure of ID verification and POA witness. It’s the first time that one court achieves representative testimony via China Mobile Micro Court in Mainland. And it’s also a typical case that shows GZMC safeguard the domestic and foreign parties equally.  

GZMC held the ceremony to award memorial medals to CPC members bearing five decades of Party membership on June 25, 2021. Chen Chao, President of GZMC, addressed the attendees after presenting the medals. Chen pointed out that on the occasion of celebrating the CPC centenary, the awarding of honors to those who have been Party members for 50 years or longer fully reflected the political concern and preferential treatment to those Party members by the CPC Central Committee with Comrade Xi Jinping at its core and indicated the high evaluation and full affirmation of their great contributions. The dedication of the eligible recipients will never be forgotten and their historical merits will inspire us to move forward. The ceremony also honored outstanding Party members, exemplary Party workers, and advanced community-level Party organizations of GZMC.

A new round of epidemic is coming. The community where Cheng Liang lives was classified as closed management region. Cheng, as a judge of GZMC, responded actively to the call of "I am a member of CCP, me up first".He reported for duty to community party organization in the first place and joined in party commando team for epidemic prevention as a volunteer.  “While you can't put on a judge robe at home, you can at least put on a white robe and continue to do practical things for people.” Cheng said, reflecting the sincerity of an ordinary member of CCP.

Afternoon of May 21, 2021, the Party branch of GZMC’s Office held a reading salon with the theme of "Youth and Faith: Our Long March" - a Party day event with the theme of "Recalling the Party's hardships and glory, continuing to inherit the red gene". Li Weipeng, menber of Party leadership group, Ye Liudong, member of the GuangdongProvincial CPPCC, all the menbers in the Office and reading enthusiasts from other departments of GZMC participated in the activity. Ye shared the essence of the book "Long March" with everyone, bringing the audience's thoughts back to the years of burning passion. Feng Yong, deputy director of the office, shared the book of "Faith in the Flames-Seeing the Original Aspiration and Mission of the Chinese Communists from the Red Letters", and read a moving red revolutionary letter from Liu Bojian. Other participants also shared their reading experience. Finally, Li pointed out that the spirit of the Long March will never go out of date, and everyone must have firm faith in the CPC. He reiterated that everyone should combine the ongoing Party history study and education activities with further improving the work of the Office, and better providing service for the work of trial of the whole court.
