On the morning of March 28, 2017, Dongguan circuit court of Guangzhou Maritime Court held an opening ceremony in the Administrative Committee of Dongguan Waterside Region. Zhong Jianping, Party Leadership Group Member and Vice President of Guangdong High People’s Court, Huang Wu, Deputy Chief Procurator of Guangdong People's Procuratorate, Ye Liudong, Party Leadership Group Secretary and President of Guangzhou Maritime Court, Huang Shaowen, Secretary and Secretary-General of Dongguan Standing Committee and Political and Legislative Affairs Committee, Wang Haiqing, Party Leadership Group Secretary and President of Dongguan Intermediate People’s Court, Lai Xiangdong, Party Leadership Group Secretary and Chief Procurator of Dongguan People’s Procuratorate attended the ceremony.
Dongguan Circuit Court of Guangzhou Maritime Court is set up on the third floor of Building C in the Administrative Committee of Dongguan Waterside Region. The opening ceremony indicates that Dongguan Circuit Court is officially put into operation.
President Ye Liudong stressed three requirements on the work of Dongguan Circuit Court: firstly, to vigorously serve the implementation of national strategy of "Belt and Road" and the construction of Guangdong FTZ(Free Trade Zone); Secondly, to strengthen communication with Dongguan Intermediate People’s Court, Dongguan People’s Procuratorate and other departments including the Administrative Committee of Dongguan Waterside Region; Thirdly, to strengthen investigation and research to create a replicable Dongguan mode of maritime circuit court.
On the morning of March 6, 2017, President Ye Liudong of Guangzhou Maritime Court, leading his team, visited Tianjin Maritime Court and had high-end talks with President Zhang Mian of Tianjin Maritime Court.
President Zhang gave President Ye a warm welcome. He hoped that two maritime courts with longest history could further strengthen communication and learn from each other. President Zhang introduced their advanced work experience and held in-depth talks on how to push forward the reform of the judicial system with president Ye.
President Ye expressed gratitude to Tianjin Maritime Court for the warm reception and experience sharing. President Ye said, it was quite worthy to learn from Tianjin Maritime Court on their advanced judicial philosophy, trial mechanism, team construction and logistical support.
On the afternoon of March 3, 2017, President Ye Liudong of Guangzhou Maritime Court, leading his team of Vice President Huang Weiqing, director of research office Ni Xuewei, director of General Office(Capital Construction Office) Ye Zuxi, paid a formal visit to Vice President He Rong of Supreme People’s Court.
President Ye briefed her on the major works of the maritime court in the past year from the aspects of the reform of the judicial system, judicial openness and the construction of the International Maritime Justice Center.
Vice President He Rong highly acknowledged that Guangzhou Maritime Court is one of the best 10 maritime courts over the country. She hoped that Guangzhou Maritime Court could further strengthen the construction of new trial building in the later stage and innovate the trial work mechanism, so as to better serve the implementation of national strategies of "Belt and Road", Maritime Power and the construction of FTZ(Free Trade Zone).
December 20, 2017, Guangzhou Maritime Court held a first-season learning conference. Nearly 70 members of staff, including all judges and judge assistants, clerks attended the conference. President Ye Liudong hosted the conference.
During the conference, Judge Ni Xuewei put forward some ideas about the implementation of summary procedures in the trial of maritime cases according to Civil Procedure Law and Special Maritime Procedure Law. Judge Wu Guining introduced the application of suggestions on issues in the trial of cases involving compensation for personal injuries at sea for the last two years. He suggested that similar judgment could be applied in the cases of the same kind to enhance judicial capability.
At the end of the conference, President Ye concluded that the criteria for judgment of cases should be unified to meet with the rule of law. He also encouraged judges to better handle more cases. He suggested that leaders of all divisions should handle cases themselves while leading the judicial team, which would help promote the judicial reform.
February 20, 2017, Guangzhou Maritime Court held a constitutional oath-taking ceremony of judges under the supervision of Yu Mingyong, the vice chairman of the Standing Committee of the People' s Congress of Guangzhou Municipality. Huo Min (deputy secretary and executive vice-president of Leading Party Group of Guangdong High People’s Court), Deng Yuanqiang (special member of Guangdong Political and Legislative Affairs Committee), Zhou Wenjun (deputy director of Legal Construction Department of Guangdong Political and Legislative Affairs Committee), witnessed this solemn moment.
Ye Liudong, President of Guangzhou Maritime Court, swore on the Constitution of the People's Republic of China facing national flag. He raised a fist with his right hand and made his solemn commitment by leading 26 affiants reading out the oath. He stressed that it is an honor and responsibility to be one of the earliest judges of Guangzhou Maritime Court.
After the ceremony, President Ye delivered an important speech. He encouraged the judges to enhance their theoretical study of maritime trial, combine maritime trial with the sea power strategy and ‘Belt and Road initiative’, strive to serve and protect the strategies of building Guangdong into a powerful marine province, Guangdong free trade zone(FTZ) and building Guangzhou into an international shipping hub, building the international maritime justice center.
December 31,2016, Guangzhou Maritime Court auctioned MT Varada Blessing vessel with price of 81 million yuan(￥81 million) via Taobao Judicial Sale(Disposal) Platform. Natalia Shipping Limited has succeeded in bidding for the vessel at the auction and deemed as the new owner.
With ship nationality of Singapore, gross registered tonnage of 156,539, 3 times full load drainage volume of Nimitz-class aircraft carrier, 5 times of Chinese aircraft carrier Liaoning, MT Varada Blessing vessel is a well-deserved “sea-giant”.
This auction in total attracted 33,000 views, 740,000 focuses, 6 signs up for the auction. After 19 bids and 3 delays, the vessel was finally sold at a 35 percent premium with 21 million yuan(￥21 million) over the opening bid. This auction gave full play to the “wider audience, easy to grasp and zero commission” advantages of online judicial auction. It was a successful practice of judicial openness beneficial to the construction of international, market-oriented, legalized business environment.

On 14 November 2015, M/V “Ji Xin 9” and M/V “Guang Yun” collided in waters off the Nanpeng Island, leading to the sinking of “Guang Yun” and “Ji Xin 9” being put into Shantou Port to await maritime investigation.
On the morning of Friday, 27 November 2015, the ship owner of “Guang Yun” made an urgent call to Guangzhou Maritime Court Shantou Tribunal, applying for the arrest of “Ji Xin 9” which was still havened in Shantou Port, fearing that the ship might depart any instant. The ship owner of “Guang Yun” also faxed the Ship Arrest Application, materials of the subject, evidence, LOU and other needed materials for ship arrest to the court.
Considering the distant location of the applicant, Guangzhou Maritime Court enlisted the assistance of Qingdao Maritime Court of the place where the applicant resided in case filing examination: after the applicant filed the original materials to Qingdao Maritime Court, Qingdao Court conducted the preliminary examination and then Guangzhou Maritime Court Shantou Tribunal proceeded with online examination and accepted the case; Qingdao Court later sent the original materials to Shantou Tribunal. Flowing such procedure and with the assistance of Qingdao Maritime Court from a distance, Shantou Tribunal successfully arrested “Ji Xin 9” on the afternoon of the same day. The ship owner of “Guang Yun” highly applauded the innovative case-acceptance model and efficient working style of the court.
