On July 15th, in accordance with the requirements of the party history learning and education activity, Luo Chun, Chief Judge of Shenzhen Tribunal of GZMC, led a team to the Shenzhen International Freight Forwarders Association （SIFFA）to jointly investigate new legal issues arising from cross-border e-commerce logistics. The executive vice president of SIFFA Wang Yongfei, secretary-general Lin Yanlu, business representatives, representatives of specially invited mediators, some judges and judge assistants of Shenzhen Tribunal participated in the symposium. At the symposium, participants conducted in-depth exchanges on cross-border logistics disputes refer to the FBA business models ,construction of overseas warehouse , law application, compensation limits and other issues. Through this investigation and discussion, the two parties reached a preliminary consensus and will continue to strengthen communication and cooperation, collect problems and study countermeasures, so as to help the development of the cross-border logistics industry, put forward high-quality suggestions for the decision-making reference of Shenzhen municipal party committee and municipal government, provide legal guarantees for the construction of a pilot demonstration area of socialism with Chinese characteristics.  

In order to carry out the practical activities of "I do practical things for the masses" and strengthen the law education and publicity, Zhuhai Tribunal and Zhuhai Port Association jointly held the second session of public welfare law lecture in Zhuhai Port Holdings on the morning of July 15, 2021. Member of Party Leadership Group and Vice President Wang Yufei, Member of Party Leadership Group Li Weipeng, of Guangzhou Maritime Court, and relevant leaders of Zhuhai Port Holdings and Zhuhai Port Association attended the event. Nearly 100 people from member units of Zhuhai Port Association attended the lecture. In the first part of the lecture, judge assistant Zeng Hongwei comprehensively and meticulously explained the legal issues related to ship affiliate operation in combination with judicial practice and typical cases. In the second part, lawyer Wu Xingkui, an expert from Zhuhai Port Association Legal Professional Committee, made an in-depth summary and analysis of the changes in provisions of the Supreme People's Court on Several Issues Concerning the Trial of Cases Involving Disputes concerning Seamen and Interpretation of the Supreme People's Court on Several Issues of the Law Applicable to Hearing Cases of Compensation for Personal Injury. Finally, Cai Delin, Executive Vice President of Zhuhai Port Association, and Wu Guining, Chief Judge of Zhuhai Tribunal made a summary and comment. Both sides indicated that they would further deepen cooperation and communication to jointly promote the construction of shipping economy in the Guangdong-Hong Kong-Macao Greater Bay Area.    

On the afternoon of July 2, 2021, the first professional judges meeting of this year was held in the Nanzhou Trial Building of Guangzhou Maritime Court, in the presence of Member of Party Leadership Group and Vice President Wang Yufei, Vice Director of Maritime Trial Center Xu Yuanping and senior judges above the fourth rank attended the meeting.  Vice President Wang Yufei presided over the meeting. This meeting of professional judges had two topics: "The application of 5‰ measurement tolerance for bulk cargo" and "The issue of the collection of case acceptance fees when the parties only request confirmation of contract invalidity without claiming for payment of disputes". After undertook judge introduced the case details and corresponding issues, the other members of the collegiate panel provided supplementary explanations on the collegial opinions. Afterwards, there was a heated discussion among the judges on the two topics. They provided enlightening suggestions and formed a majority opinion on both issues for collegiate panel reference. In the end, Vice President Wang Yufei suggested the collegiate panel to conduct in-depth investigation and discover the highlights on the case, which may be shared with the higher court through a written report to make efforts to create excellent maritime cases.

Recently, 15 foreign seafarers demanding wages filed cases documents by the hand of their lawyers. In accordance with the civil procedure law, if the foreign nationals entrust lawyers to join the litigation, they shall submit notarized and certified ID & POA documents to the court in jurisdiction. However, the foresaid seafarers were not able to conduct such paperwork because there were long stuck on board for some reasons. In order to solve the problem, our clerk decided to make use of the China Mobile Micro Court, one kind of mini programs in WeChat. This program was newly developed, and its function of representative testimony ran not well. But our clerk got over difficulties, such as no cell phones and poor network on the ship. Afterwards, we got in touch with the 15 sailors and their lawyers. And finally, we completed the procedure of ID verification and POA witness. It’s the first time that one court achieves representative testimony via China Mobile Micro Court in Mainland. And it’s also a typical case that shows GZMC safeguard the domestic and foreign parties equally.  

GZMC held the ceremony to award memorial medals to CPC members bearing five decades of Party membership on June 25, 2021. Chen Chao, President of GZMC, addressed the attendees after presenting the medals. Chen pointed out that on the occasion of celebrating the CPC centenary, the awarding of honors to those who have been Party members for 50 years or longer fully reflected the political concern and preferential treatment to those Party members by the CPC Central Committee with Comrade Xi Jinping at its core and indicated the high evaluation and full affirmation of their great contributions. The dedication of the eligible recipients will never be forgotten and their historical merits will inspire us to move forward. The ceremony also honored outstanding Party members, exemplary Party workers, and advanced community-level Party organizations of GZMC.

A new round of epidemic is coming. The community where Cheng Liang lives was classified as closed management region. Cheng, as a judge of GZMC, responded actively to the call of "I am a member of CCP, me up first".He reported for duty to community party organization in the first place and joined in party commando team for epidemic prevention as a volunteer.  “While you can't put on a judge robe at home, you can at least put on a white robe and continue to do practical things for people.” Cheng said, reflecting the sincerity of an ordinary member of CCP.

Afternoon of May 21, 2021, the Party branch of GZMC’s Office held a reading salon with the theme of "Youth and Faith: Our Long March" - a Party day event with the theme of "Recalling the Party's hardships and glory, continuing to inherit the red gene". Li Weipeng, menber of Party leadership group, Ye Liudong, member of the GuangdongProvincial CPPCC, all the menbers in the Office and reading enthusiasts from other departments of GZMC participated in the activity. Ye shared the essence of the book "Long March" with everyone, bringing the audience's thoughts back to the years of burning passion. Feng Yong, deputy director of the office, shared the book of "Faith in the Flames-Seeing the Original Aspiration and Mission of the Chinese Communists from the Red Letters", and read a moving red revolutionary letter from Liu Bojian. Other participants also shared their reading experience. Finally, Li pointed out that the spirit of the Long March will never go out of date, and everyone must have firm faith in the CPC. He reiterated that everyone should combine the ongoing Party history study and education activities with further improving the work of the Office, and better providing service for the work of trial of the whole court.

Chen Chao, President of GZMC, led a team of four people to visit Zhanjiang tribunal on May11th, 2021. After viewing the adjudication facilities, historical exhibition room, office area and living area of the tribunal, President Chen enquired about daily work and life of the staff in detail. Thereafter, he attended the party branch expansion meeting as an ordinary party member and learnt the spirits of Xi Jinping’s important speech during his inspection trip to south China's Guangxi Zhuang autonomous region. Chen pointed out that great efforts should be put on the study of Party history and the education of CPC, thus absorbing wisdom and strength from it. The basic task of the tribunal is trial work. So it is necessary to continue to improve the trial efficiency and shorten the trial period. Also we should value time and use it wisely when acquiring skills, maintaining a good studying atmosphere and cultivating the ability of applying knowledge into practice. Moreover, it is important to ask more questions and deliberate on them. When meeting difficult problems, we should strengthen the communication with senior judges to broaden our thinking and strive for better solution. Chen also used his personal experience to encourage everyone to cherish the opportunity to work in the tribunal and try to make the working experience worthwhile.

TaoKaiyuan, vicepresident of the Supreme People's Court(SPC), accompanied  by GongJiali,president of the Higher People's Court of GuangdongProvince, and Wang Shumei,director of the Fourth Civil Division of SPC,led a research team to visit GZMCon the morning of April 30, 2021.   After listening to the reporton maritime trials andinformatizationconstruction made by Chen Chao, president of GZMC, Tao pointed out, in recent years, GZMChas contributed muchwisdom and strength, andconducted research closed to national strategies such as the Belt and Roadand maritime power.  GZMC has givenfirst priority to maritime trialand implementation, dealingwith a large number of major difficult cases, and various tasks have been developing steadilyand rapidly.Especially assisted with technology and achievementsof long-term construction ofsmart court, cloud justiceprovidesshipping companieswith precise services andone-stop dispute resolution, embodying the fairness，efficiency and authority of maritime justice.   Tao also pointed out that GZMC should thoroughly study Xi Jinping Thought on Socialism with Chinese Characteristics for a NewEra, improve political standing, implement the concept of a community of marine destiny, actively exercise maritime jurisdiction, and safeguard national sovereignty and maritime rights and interests in accordance with the law. Great efforts should be put to coordinate the domestic rule of law and foreign-related rule of law, to establish a correct judicial concept, to actively participate in international maritime judicial cooperation, to tell the story of China's maritime justice, and to serve the overall situation of the country. It is necessary to continue to strengthen the construction of informatization, and do a good job in the construction, management, operation and maintenance of the China Maritime Trial Network, and show the good image of China's maritime justice.    Du Yixing, director of the Fourth Civil Division ofthe Higher People's Court of GuangdongProvince, members of the party group, middle-level cadres and judges participated in the research activities.     

Under the guidance of Xi Jinping's thought on socialism with Chinese characteristics for a new era and justice for the people, and bear in mind the mission of building international maritime judicial center firmly, GZMC has reached a lot on its works in 2020, following are the top ten events in 2020: 1. The Prevention and Control of Covid-19 The emergency plan of GZMC for covid-19 Contol and prevention was implemented on February l0，2020. According to the spread of the epidemic, more than l0 announcements were released to strengthen the epidemic control thereafter, which made the prerention operated in a normalized way. 2. "Cloud Trial”-the First Guangdong-HK Judicial Confirmation Case in China A liability dispute over damages for personal injury at sea mediated by Zhuhai Wanchai Hong Kong-Macau Mobile Fishermen's Association, GZMC made a "zero contact" online judicial confirmation on it on Febauary 26, 2020. The case was the first national Guangdong-HK judicial confirmation case and the first “cloud trial’ case of GZMC between Guangdong and HK areas. 3. The Approval on the Construction Land for the New Site of Zhuhai Court On March 17, 2020，Zhuhai Court received the Opinion on the Preliminary Examination and Site Selection of Construction Project Land from Department of National Resources of Zhuhai，which marks the official acquicition of legal certificate on the project and pave the way for the new building of Zhuhai court. 4. The New Version of Intranet Website and Maritime Judicial Transparency Among Top 3. The new version of the intranet website came into operation in June 8, 2020, replacing the old one which has been used for 10 years, this is the important achievement in the building of “smart court”. On the same day, Report of Chinese Maritime Judicial Transparency Index of 2019 were released by Institute of Law, CASS and Social Sciences Academic Press, GZMC ranked top 3 among 10 maritime courts with the scores of 90.7. 5. The Construction and the Relocation to the New Trial Building On August 16, 2020, except the Office of Retirement Service, GZMC has relocated to the No. 863, Nanzhou Road, Haizhu District from No.6 Lujiangxiejie, Haizhu District that has been used for almost thirty years. On November 18, the project acceptance of the outdoor auxiliary project of the new trail building marked the completion of the whole construction. 6. Director of Standing Committee of Guangzhou People’s Congress Shi Qizhu Came to GZMC. On September 9, 2020, Director of Standing Committee of Guangdong People’s Congress Shi Qizhu gave a high comment to GZMC and made some wishes for it when she paid her visit to it. From July 9 to 10, lead by Vice Director Yu Mingyong, a nine crews team of the committee inspected Jiangmen circuit court, the work of maritime judicial services in the Greater Bay Areas and maritime judicial guarantee in environment renovation of Xijiang River drianage areas. 7. The Fruitful Achievements in Maritime Law and Maritime Judicial Academy. On the 28th National Maritime Trial Seminar in Xiamen November 27，GZMC has submitted 24 papers and five has won the first, second and third prizes, which ranked top among all maritime courts. And on the third Guangzhou Maritime Law Forum on November 7, 10 among 35 papers of GZMC has also won the first, second and third prizes. 8. The Cooperation Agreements with Haikou and Beihai Maritime Courts. The Cooperation Agreement on Beibu Gulf - Qionghai Strait Marine Environment Resources Judicial Protection has been co-signed in Haikou by President Ye and President Xu Yahui of Haikou Maritime Court ad President Tang Haibo of Beihai Maritime Court on November 5, which means a cooperation platform is preparing for judicial protection of marine environment and resources. 9. The Establishment of Wushi and Xuwen Circuit Courts The opening ceremony of Wushi and Xuwen Circuit courts were held in Wushi court of Leizhou People’s Court and Xuwen County People’s Court separately that marked the new progress has been made in the building of circuit courts and justice for the people. 10. The Honor of “Ten Typical Cases of International Communication of the Rule of Law in China”. On December 26, the Trilingual Report on Maritime Trail 2019 in the Greater Bay Areas and the opening course “the Voice of Judge” that tell the stories of the rule of law in China in an innovative and accessible way, has won the 2020 “Ten Typical cases of International Communication of the Rule Law in China.”
